Reason: In 2021-2022, production and business activities are heavily affected by the Covid 19 epidemic, so the capital  recovery and debt recovery face many difficulties, the divestment work in projects cannot be achieved the proposed plan, prioritize the concentration of capital to maintain and expand production and business. Therefore, the Company has not balanced enough money to pay dividends to shareholders
