2. Right issue 
- Principle of rounding, handling the fractional shares, unsubscribed shares (if any): the number of shares issued will be  rounded down to the unit. The fractional shares (if any) and unsubscribed share will be authorized to the Board of Directors to offer to other parties at the price not lower than that offered to existing shareholders.

Example: Shareholder A who owns 100 shares is entitled to buy 33.333 shares (calculated by the formula: 100 x 1/3 = 33.333). Shareholder A will be entitled to buy 33 shares, the 0.333 fractional shares will be offered to other parties with the price of 10,000 VND/share.

- Regulations on rights transfer:
+ Time period for right transfer: from 23rd April 2019 to 15th May 2019
+ Right can be transferred once only 

- Regulations on subscription:
+ Time period for subscription and payment: from 23rd April 2019 to 17th May 2019
+ Subscribed shares are freely transferable. The fractional shares and unsubscribed shares are subject to transfer restriction within 1 year from the date of offering completion

- Place for implementation:
+ The holders whose shares have been deposited have to make transfer of purchase right, subscription and payment at the depository member where they opened depository account.
+ The holders whose shares have not been deposited will make right transfer, subscription  at Thu Duc Electro Mechanical Joint Stock Company and make payment to following blockade account:

Depository members (DMs) are requested to compare the securities holders’ information in the List generated and sent in the form of Certificate of Authorization by VSD with the information managed by DMs then send Confirmation (Form 03/THQ) in the form of Certificate of Authorization on the accuracy of the list of shareholders (For DMs who have not completed the connection to VSD’s terminal-based gateway/ISO-based gateway or where the connection has been disrupted, the Confirmation with Certificate of Authorization shall be sent to thongbaoxacnhan@vsd.vn). In case of rejection due to data errors, VSD's members are requested to send written notice on details of errors for necessary correction.
Deadline for sending confirmation: by 11h30, 18th April 2019.
If DMs do not send confirmation document by the above deadline, VSD will consider the list provided to DMs by VSD accurate and confirmed. In case of arising disputes and losses to shareholders, DMs will have to bear all the related responsibilities.
DMs are requested to fully inform this notice to each investor who has deposited the above shares at DMs within 3 working days from the date on the notice.
